Police: Man Has Suspicious Device Strapped to Neck Near Virginia Nuclear Plant

DEVELOPING: Virginia police say a man in a boat has a suspicious device attached to himself near a nuclear power plant.

Authorities say the man is in a 9-foot inflatable boat in the middle of the James River, near the Surry Nuclear Power Plant in Surry, Va.

The man, described by police as incoherent and disoriented, reportedly has a black box wrapped around his neck.

Authorities are attempting to tow the boat, which was spotted by a commercial crabber at around 7 a.m. Friday.
